Oscar Ruiz is facing abuse charges after he chained his 14-year-old daughter -- who's a habitual runaway -- to a set of weights Monday night. Police found the girl with 12-15 foot chain attached with padlocks to a 35-lb dumbbell and two 25-lb plates in DeSoto County, Florida. Oscar, a single dad, told police he had to work out of town and didn't know what else to do with the girl, who was released from a juvenile detention center a few hours prior. He was desperate to keep her from running away again, so he had to do what he had to do.
