He must've been really effed up (which he was), because at that time the bank was closed. When cops arrived, he was lying on the floor and told them he thought he was home. Riiiigght. His attorney - hoping to, no doubt, prevent his client from serving jail time - says Rip plans to check himself into rehab. This man has been arrested and charged with drunken driving at least four times. If this was Joe Smith, he would be in jail.
