Dana Crow-Smith said a City of Phoenix worker came up to her during festival in downtown Phoenix on a 112-degree day last July and told her she was violating city code by handing out free water because she did not have a permit. There's more to the story: While handing out this "free" bottle of water, Dana and her church group wanted to minister to people about Jesus and God. She believes her rights were violated and is threatening to sue the City if she doesn't receive a formal letter of apology.
