Sharon Keeter, a Raleigh, NC landlord, has had it up to HERE with what she calls frivolous fines, so she decided to teach the City a lesson. After the City sent her her a letter last month, fining her $350 for her tenant not mowing the lawn, Sharon marched down to the office to pay the fine -- with pennies, nickels and dimes. Similar to what happened to the man who paid his $25 medical bill in pennies, the City refused to take Sharon's money and called the police on her.
