A Brooklyn man has slapped the City of New York with a lawsuit after he claims police officers falsely arrested him for drinking in public, beat him without cause and "placed a drawstring around his penis, and strangled his penis," according to the complaint. In the complaint (which you can read in it's entirety, below), Nathaniel Carter claims he was standing on a Crown Heights sidewalk on June 12, 2011 when several NYPD officers approached him "without provocation" and assaulted him -- and his penis. He's seeking unspecified damages for false arrest, unjust imprisonment, malicious prosecution, assault and battery, civil rights violations and emotional distress.source: CNS
