Look! The Billboard is Bleeding

Traffic fatalities in New Zealand is very serious problem - especially when it rains. On a morning in 2008, for example, 15 people were killed. So, in a bid to keep motorist from speeding, and save their lives, the city of Papakura has erected "bleeding shame billboards" along a busy highway to warn motorists to slow down.

The billboards show a face of a young boy, but when it rains, blood begins to pour out of his eyes and nose.

One would think seeing this would cause all sorts of crashes and more deaths, but the message is working; During the rainy season last spring there were no deaths reported.
