A Waterbury, Conn. mother and her boyfriend are facing charges after a 21-month old girl was found wandering in the cold, reports Newschannel 8. Kristin Patraw, 22, and her boyfriend, Rudolph McNeil, 21, are charged with risk of injury to a child, after a neighbor the baby wandering out in 27º temperature on New Year's Day wearing only her pajamas. The man who was to be caring for the child was found sleeping with a bottle of vodka by his side. [Hey!] The apartment was also a mess! There were cats coming in and out of the apartment and animal feces all over the floor!
